Dear Brothers and Sisters in Christ, While the Hebrews verse is reminding us how fundamental it is to the identity of the church to worship together as a community, it can be applied to our decision-making as a body. This letter is to inform you that the Resurrection Lutheran Church (RLC) annual congregation meeting will be on Sunday, February 4, 2024, immediately following the worship service. Please attend, whether in person at the church or online via Zoom.
The purpose of the meeting will be to approve the 2024 budget and receive financial and programs reports. We will also be electing members to the Congregation Council, the Mission Endowment Fund, the Nominating Committee, and voting members to the 2024 Alaska Synod Assembly. I previously sent information about the constitutional amendments we will be considering. The process does vary with the type of amendment. This may sound complicated, and I have been told that some people would like clarification on what is expected of us. There is help.
Packets for the meeting will be available on Sunday, January 29. There will be a question-and-answer session after worship on that Sunday. This is a perfect time to discuss any of the business coming before the congregation and can help all of us have a more efficient annual meeting. I look forward to seeing each and every one of you (whether in person or on the screen) as we chart the course for RLC’s 2024 service and mission. Proposed RLC Constitution Amendments for Congregation Meeting
There are the two proposals for amendment changes to the RLC Constitution and Bylaws. These will be voted on during the Feb. 4, 2024 Congregation meeting. Additions are underlined; deletions are struck through. The first set of amendments are those from the ELCA Churchwide: Proposed Amendments to RLC Constitution and Bylaws from ELCA Model Constitution. These amendments were passed in 2022 by Churchwide Assembly. This document has rationales: Amendments_to_the_Model_Constitution_for_Congregations_2022. Provisions within the Model Constitution for Congregations are of two types:
- Provisions marked with an asterisk are required when a congregation amends its governing documents.They must be used without alteration or amendment of the text in any manner (i.e., neither additions nor deletions are permissible). Such provisions go into effect immediately upon approval by a majority vote of those voting members present and voting at any legally called meeting of the congregation, provided that they have been presented to the congregation at least 30 days prior to the meeting.
- Provisions not marked with an asterisk are non-required provisions.These provisions represent wording recommended by the Churchwide Assembly. If the congregation chooses to incorporate them into the congregation’s constitution exactly as presented here, these provisions require a majority vote of those voting members present and voting at any legally called meeting of the congregation, provided that they have been presented to the congregation at least 30 days prior to the meeting.
The second set of amendments were presented to the Council at the November meeting signed by 5 members. Section *C16.01 of RLC’s Constitution and Bylaws states, in part, “The Congregation Council shall notify this congregation’s members of the proposal together with the Council’s recommendations…”. At the December Council meeting the Council considered the proposal but was unable to pass a motion with regard to a recommendation on these proposed amendments.
